Chapter V. Principles of Assets Management and Operation
Article 34:Revenues of SZAID:
1. membership fee,
2. donations,
3. financial assistance from government
4. incomes from permitted business and services,
5. interests,
6. other legal sources of income.
Article 35:SZAID shall collect membership fee from its members according to the regulations issued by the authority concerned.
Article 36:SZAID’s revenues shall be spent in the business scope and development regulated by the Constitution of SZAID rather than distributed among members.
Article 37:SZAID shall formulate a set of strict financial management rules and regulations and keep a set of legal, authentic, accurate and complete accounting records.
Article 38:SZAID shall recruit a professional chartered public accountant. The accountant must not hold concurrent post as cashier in SZAID. Accounting settlement and supervision are indispensable procedures that the accountant must follow. When the accountant leaves his/her post and changes his/her job, he or she must complete all necessary handing-over formalities.
Article 39:The assets management of SZAID must follow the financial rules and regulations stipulated by state, and meanwhile, the council must accept supervision by the General Assembly as well as government designated auditing agencies. The revenues of SZAID are attributed to donation and aid; therefore, SZAID must accept regular auditing carried out by designated auditing agencies and make public its financial statements in an appropriate way.
Article 40:Prior to the leadership’s handing over or changing of the legal person, they must accept auditing sponsored by the registration and administration department.
Article 41:The assets of SZAID must not be encroached, privately owned or embezzled by any organization and/or individuals.
Article 42:SZAID is a fully independent and financially self-sufficient. Salaries, insurance, welfare and other remuneration for staff members are pegging on its performance.

Chapter VI. Modification and Revision Procedure
Article 43:The modification and revision for the Constitution of SZAID must be approved by the General Assembly.
Article 44:Prior to coming into effect, the modified and revised articles shall be presented to registration and administration department for approval within 15 days after it has been passed through in the General Assembly.

Chapter VII. Termination Procedure and Assets Disposal
Article 45:When SZAID automatically dismisses or needs to cancel registration due to separation or merging, the executive council must put forward a motion for termination in advance.
Article 46:The termination motion must be reviewed and voted by the General Assembly and reported to the administration department for approval.
Article 47:Prior to termination, SZAID shall set up a liquidation committee under the guidance of the registration and administration department so as to deal with debts and the canceling formalities. During this period, no other activities are allowed except the liquidation.
Article 48:SZAID shall be terminated as an organization after canceling formality is done with the registration department.
Article 49:  According to the relevant regulations, after termination all the remaining assets shall be used to aid those undertakings related to missions of SZAID.

Chapter VIII. Supplementary Articles
Article 50:The Constitution of SZAID has been approved by the General Assembly conducted on September 22, 2004.
Article 51:Insofar as meaningful, SZAID reserves the right to interpret the Constitution of SZAID.
Article 52:The Constitution of SZAID shall take effect upon the date on which the registration and administration department has reviewed and approved it.
